Responsibilities


Purpose

The Board of Assessment Appeals (BAA) is empowered by State Statutes to hear appeals and make adjustments to assessments levied by the Town Assessor.  The board has the authority to raise, decrease, or make no change to the assessment in question.

Meetings

The BAA meets to hear appeals in March for Real Estate, Personal Property, and for the Supplemental Motor Vehicle list of the previous Grand List year. The Board meets in September for Motor Vehicles (Previous July 1 tax bills) annually per CGS 12-111 (PDF).

The March meeting appeals applications must be filed on or before February 20th per CGS 12-112 (PDF). All appeals must be filed on a prescribed form available in the Assessor’s Office or via the links below. They must be returned in person or by mail on or before the February 20th date. Postmark is not accepted. Hearings will be scheduled for the month of March.

Applications for the September meetings must be filed on or before August 20th

All appellants must appear in person or send a duly authorized representative to the scheduled appeals appointment per CGS 12-113 (PDF).

Please note that the application does ask for the appellant's estimate of value. The BAA recommends bringing any and all documentation and/or appraisal to support your opinion of value.

Agendas & Minutes

Agendas are available prior to the meetings. Minutes are available following approval. All current and previous agendas and meeting minutes are first filed in the Town Clerk’s office per CGS 1-225 (PDF)(a), (b) and (c).
