Annual Town Meeting: April 26

TOWN MANAGER'S MESSAGE:

The snow and ice are gone. Spring has finally begun!  The weather is warmer, and flowers are just starting to bloom.   I know we all are looking forward to spending more time outside. I encourage everyone to spend some time in our Parks and on walks along our trails such as the ones in the Williams Preserve or the Thornton Brook Preserve.   If we have a rainy day, you may choose to visit the  Booth and Dimock Library.  They have many new activities like Dungeons and Dragons, Escape Rooms, and “Sunday Matinee at the Movies”.  You can check out their programs at this link: https://www.coventrypl.org/events.html .   

Spring is a good time to clean out the garage or shed!  Remember if you are thinking about spring clean up at home, you can use the Town’s transfer station to dump those unwanted items, including tires, old electronics and paint.  Spring is a great time to get out and start new projects. Spring/summer hours start at the Transfer Station this month, too: on Thursdays the hours will change to 12-6 PM as the daylight hours get longer. Saturday hours remain the same at 9 AM – 3 PM.

Town staff is planning and preparing for a spring-summer season of construction.  The Town is maximizing the use of State and Federal grants to fund its construction projects.  Miller-Richardson Park will see the completion of the parking and new sidewalk system.  New crosswalks and flashing beacons will be installed on Main Steet and Cross Street(at GHR School) along with sidewalk safety features along South Street. Swamp Road and South Street will see some major road and intersection improvements. New sidewalks will be constructed along Main Street from Hemlock Point Lane to Winterberry with the goal to eventually reach Lisicke Beach and Daly Rd. The Booth and Dimock Library will have some structural work done to the floors in the historic part of the building.  Summer road paving will also continue using grants, road bond funds and capital funds from the proposed FY 2025-26 Budget. There are also many other projects in design or being planned that you will hear more about in the months ahead.

This month at Town Hall, the Town Council has completed the department budget presentations.  They are preparing their final budget cuts. They have also been looking at the impact of the revaluation on the residential taxpayer, due to the loss of motor vehicle tax values and the jump in value of housing. The Town Council is considering a phase in of the 2024 revaluation assessments, as allowed by CT General Statutes, so to soften the tax impact to the residential taxpayer. The phase in would increase all real property assessments by 25% of the new revaluation assessment each year for the next four years. This would provide a lower tax increase for the residential property taxpayer in the first few years before reaching 100% of the new assessed values.  The Town Council is also exploring a newly adopted State law that provides an alternative motor vehicle depreciation schedule for taxation.  This schedule would still lower motor vehicle taxes but would maintain some additional value (an extra 5%) on motor vehicles that could still be taxed.  Adopting this alternative depreciation schedule would further reduce the shift of the tax burden toward residential property taxes. Unlike the four-year phase in plan, this schedule could remain in place for several years.

This month, we will be preparing to take our Town Council adopted budget to the Town Meeting for consideration. Town Meeting is unique to traditional New England towns.  Instead of representative democracy which is used throughout our country and is today often used elsewhere in Connecticut, it is a form of direct democracy where every Town registered voter or a non-resident in-town property owner, can vote.   At this meeting everyone is invited to attend to see my presentation of the Town Budget and the Board of Education budget presented by School Superintendent David Petrone.  The Town Meeting is scheduled for April 26, 2025, at 10:00 AM at Coventry High School, Veterans Auditorium. Votes may be taken at the Town Meeting, but historically, the community will be able to vote on the Town Council’s budget by referendum.   This year the vote will take place on May 6th.  Both Districts 1 and 2 will vote at the South Coventry Fire House (across from Town Hall).  I hope everyone comes out to participate and that everyone that’s eligible comes out to make their vote count.

Sat 4/19: Rally at the Rock - the 250th Anniversary of the Lexington Alarm and Coventry's Response, 10 AM, corner of Ripley Hill Road and Main Street. Help commemorate the 250th anniversary of the Battles of Lexington and Concord, "the shot heard 'round the world." One hundred and sixteen Coventry citizens enlisted in response to the news. The event is the first of a series organized by the America 250 | Coventry Committee, which was recently created by the Town Council to plan and coordinate community events and displays commemorating the signing of the Declaration of Independence and celebrating Coventry's contributions, experiences, and history since the historic day that a new nation was formed on July 4, 1776. Summer Camp

COVENTRY PARKS & RECREATION:

Registration is OPEN for Summer Camp! Camp Wangumbaug (Camp W) is a traditional day camp held at Patriots Park for children in Grades K – 8 (Fall of 2025). Children participate in group games, arts & crafts, swimming and more. Camp runs from 9am – 4pm with optional morning care and evening care hours available. D.E.A.R. Day

BOOTH & DIMOCK MEMORIAL LIBRARY:

The Booth & Dimock Memorial Library is open Tuesday, Wednesday, and Thursday from 10:00-8:00, Friday from 10:00-6:00, and Saturday from 10:00-3:00, and will be closed on Friday April 17. Stop by to check out our re-arranged children’s room and enjoy our expanded play area! The Library offers an extensive collection of reading materials, one-on-one technology assistance, printing, copying, and faxing services, public computers and free wi-fi, reference assistance, and more!

The Library is offering four special programs for the week of April Vacation, beginning on Saturday April 12th with D.E.A.R Day – Drop Everything and Read! Held each year on April 12 to honor the birthday of author Beverly Cleary, D.E.A.R. Day is a celebration of reading and a reminder of how important reading and literacy are in our lives. Drop in during our Saturday hours to relax and read one of your favorite books and pick up a bookmark with information about the mental health benefits of reading!

On April 15th, find our all-day friendship bracelet making station, with all supplies provided. Then on April 17th join us for another all-day craft: Fingerprint Art Glass Magnets. Create a unique work of art with a little imagination and your fingerprints!

Lastly, we’re excited to offer another fun escape room – Escape the Classroom! Summer will be here in a flash; can you escape the classroom in this all-ages timed adventure? Offered April 16th and April 17th from 1:00 – 5:00. Contact the library to register.

Adult Programs 

Mystery Book Club – April 4 at 1:30 – Each month we will read and discuss a mystery book from the Time Magazine’s list of “The 100 Best Mystery and Thriller Books of All Time.” Check with the library for April’s title. Copies will be available at the library to pick-up.

Sunday Matinee Movies – April 13 at 2:00 – A monthly cinematic event intended to remind participants of the communal experience of watching movies, and introduce the audience to exciting films they may never have seen before! For a list of titles, please visit the library’s website.  

Wednesday Night Book Club – April 16 at 6:30 – This book club meets at 6:30 on the 3rd Wednesday of every month. March’s book is A Piece of the World by Christine Baker Kline. Copies of the book are available to check out at the library.

Genealogy Club – April 17 at 11:30 – Calling all genealogy lovers! Join us to talk research and trade tips. No registration required. Bring research or questions you’d like to share with the group.

 DIY Library Bags – April 11 at 4:00: Decorate your own tote bag for your library books! We’ll have fabric paint, custom pinback buttons, and iron-ons! All supplies will be provided. Children’s Programs

Play Group – Every Wednesday at 10:30 – Immerse your child in the enchantment of reading at our Play Group! Enjoy free-play and the chance to socialize with other kids, all while nurturing a lifelong love for books. Join us for a delightful adventure of imagination and fun!

New Book Story Time – April 8 at 6:30 – Join us for a fun, relaxed story time where we showcase some of the new picture books we’ve gotten in for the month!

Sing, Stomp, & Story – April 10 at 11:00 – Join us for a music and movement story time. In this program, we start off by reading a fun book and follow it up with music, instruments, and lots of dancing!

Sweet Dreams Storytime – April 22 at 6:30 – All ages are welcome to join Miss Rachel for a relaxing evening story.

Homeschool Hangout – April 24 at 11:00 – This free-play program is the perfect way to gather and meet other homeschooling or self-directed learning families! We’ll have crafts and toys available for children of all ages to play with.

Science Thursday: ImPASTAbuild Construction – April 24 at 4:00 – What can you build with uncooked spaghetti and marshmallows? Can your structure survive the huffing and puffing of our Big, Bad Wolf? Perfect for grades 1-5, but all are welcome!

Messy Munchkins – March 28 at 11:00 – Bring your little ones to enjoy some sensory play! Different sensory stations will be available for kids to use and get as messy as they want. Be sure to wear your play clothes!
